When is a labour strike most likely to succeed in bringing management back to the table?

I think you just answered your own question as well as anyone else could - as you rightly pointed out, any strike is more effective when the the stakes are higher for the executive's. Most likely they care more about their reputation than the labourers, so by threatening their reputation you stand a far better chance of achieving some form of negotiation.
